This totally depends on what your business is. There is no point doing emailing or any kind of marketing before you know what you are trying to say and to who.
Firstly who you are selling to. Understand them. Not just their age, sex, etc but what makes them want to buy something.
Second who are your competitors and how are they positioning themselves. Are they high value, low value, cool, traditional, etc. Looking at this you need to find a gap where no one else competes.
Once you have developed what you want to say and who you are selling to then you can decide what media to use and only then.
Its tempting to not do the research but theres no point doing a low cost strategy if it doesn’t appeal to people as even if its cheap it will be money wasted.
